I haven't looked into exactly how each club is backed but Leicester were promoted, nearly went down again, and then won the league within the space of 3 seasons. Yes that is unlikely to happen again for decades but it's not exactly unrealistic to aim for the CL as a club who were once there. They were in a CL semi-final less than 20 years ago.

Can Birmingham even go down? Wigan finish on 49 points if they win.

Edit: Wigan now drawing so they’ll finish on 47 if that game stays as it is.
Is it confirmed that they're actually having points deducted? Seems counter intuitive to effectively relegate Wigan considering the whole reason they're in this mess to begin with, assuming the rumours are true of course.
 
Yep, 12 points this season if they finished outside the bottom 3 naturally.

It only got carried over to next season if they finished as normal in the relegation zone.
