Well, for starters, it doesn't say "**** U Boris", it says "**** Boris" - there's an important difference in that the second example is not directing feelings at someone/thing, but is instead expressing feelings about someone/thing.
Secondly, colloquially, "**** <insert thing here>" is used as a term of dismissal or to express how fed up you are with something, e.g. if you're a Virgin Media customer, you've probably uttered the words "**** this internet connection" several times over the last couple of months
Clearly the person in question either a) doesn't agree with Boris and is dismissing him/his policies, or b) she's had enough of him and is fed up (or most likely a combination of the above). I certainly don't see any "hate speech" in it.
Now, whilst the particular word is probably not the best choice to be displayed out in public, it does get the point across.

I think this is more about being civil/public decency/protecting children in public etc.
Its the same reason the police might have a word if you were walking around a shopping centre with a t shirt displaying a hardcore porn scene or something. Its the same reason public radio uses radio edits with swear words bleeped out. Its the same reason that violent, sexually explicit and/or profanity laced tv programs are put on after the watershed.

I suspect that quite aside from anger at tolerance of racism in the UK, the woman in question felt very angry at many things that Johnson, Cummings, Hancock, et al have done and are doing to damage this country - which I believe has a world-beating record on not dealing with COVID-19 and making promises on which they consistently fail to deliver.

I knew a few people with a Cradle of Filth "Jesus is a ****" tshirt. Don't recall anyone getting in trouble for that. Apart from the band themselves when they wore them to visit the Vatican.

But that IS generally what we do as a society. Do you not agree with the censorship we have in place as a society to protect children at a young age (ie radio edits, bleeped out swear words before certain times, film ratings etc)?
That is why this is a none story. It's just about maintaining a level of public decency. Nothing more.

Quite, most normal people do not want their wives and children (and in my case, myself),subjected to a coarse, common, unimaginative display like that, whoever, and however subjectively deserving, the recipient of the profanity projected.
The only good side is she warns those around her that she is another modern day, foul mouthed, tasteless, exhibitionist bint whose company you should avoid. If it were not the name of Boris, but that of the black fella' allegedly "murdered" by the American police officer, what might the reaction be? I wonder if *SHE* will lose her job, like the man participant in the flying of a White Lives Matter banner behind a small aircraft....?
Well a lot of it will be down to chance. We don't employ a policeman to follow every single person in the UK around to check what they are wearing.

I would suggest that some of the less easily offended on here might like to seek out an Album titled "Incredible! Live Country Joe!" and have a listen to a track called "You know what I mean" . . . it is available on Spotify and even on YouTube
Yes, if it is what I think it is it was played at Woodstock, Country Joe and the fish. It is yours and my choice to listen to songs (great IMO) like these. Walking around with family, old and young I think that having the F word on display publicly just so some people can be a prong could be offensive and should be discouraged by the police.

The audio on the video on the Guardian website isn't great but I don't get the impression that the Police Officer's concern was about either protecting young children or even about not outraging the public - he just seemed offended by a word that one hears used fairly frequently.
The T-Shirt seems to me to be just an understandable expression of criticism directed towards an absolutely awful, dishonest, incompetent Prime Minister and his Government.
Certainly "upping" the Police budget would be a good idea - if only we had a Law-n-Order Government
