Someone stole our Xmas tree at work!!!

Need isn't the only motive for theft, especially petty theft. Way back when I was a student I stole a traffic cone. Not because I was hard up. I was hard up, but that wasn't relevant because I had no use for the traffic cone. I did, of course, wear it as a hat for a bit. It was a fad more than anything else. Traffic cones and road signs. More than a few student residences had those as decorations at the time. Alcohol was (unsurprisingly) involved. I'd be willing to bet it was in this case too. Someone probably ~20 years old. Around midnight. Petty theft for decoration. Grinning widely. Good odds that she was a bit drunk. Or more than a bit.
 
Doesn't that yellow/black tape around an area mean do not cover/keep clear ?

She has done you a favour for flouting H&S regulations.

My guess is that the tape was put there because of the tree rather than because of some pre-existing hazard. Keep clear of the tree. A message that shouldn't be necessary, obviously. Anyone who could see the tape could see the tree. But the tree is a hazard (of sorts), so it might well be decided that the rules require it to be marked as such.
 
Finally, I get to see page 7. At work it was blocked for some reason, flagged as "nudity/pornography". And so I rush home and... a GIF of Alan Partridge.
