After some recent dealings with the Met and Lincolnshire police that you end up solving your own case without their help I have very little faith in police getting things right.
They said he lived in Banks but was "originally" from Cardiff. It isn't an outright lie, just a deception. He was born in Rwanda and came to the UK as a "refugee".
The police and government delay telling you the attacker is foreign or Muslim to allow people's anger to dissipate, and so they don't associate the attack with Islam or immigration.

if they end up letting 16+17 vote, they should release their names when they commit crimes too, either they can be responsible or they can't.

Initially, it's a confusing situation. The risk of early release is that inaccurate information gets published.
Also, if the attacker is 17, there are legal restrictions on identifying information. That means talking to lawyers, which slows everything down.
While I'm all for publication of information, I can understand why this can't be done as quickly or fully as I'd like.

I don't know if he was born here on not, but there is little doubt the authorities do manage information very carefully to avoid a public backlash.
He is a Rwandan. It is usually misnomer to call these stabbings. Generally machetes are used to slash and chop. The fiction of calling these attacks "stabbings" upsets the public less.

The published version of the statement specifically says 'Born in Cardiff' so somebody is indeed telling an outright lie, he wasn't born in Cardiff and Rwanda. The question is whether that's people on twitter or the police.

I have no idea what the law is but the 15 year old lad who stabbed a 12 year old in my town was named.
