spec me

is this as good as the be quiet 280,

Cooler Master MasterLiquid Pro 280 AIO Liquid CPU Cooler

You might find most of these AIO coolers all come from Asestek, so apart from some bling, fans and design choices they all perform very very close to one another.

does anyone know how they compare

The specs will suggest not a huge amount in it...

Riing RGB
Silent Wings 3

But given the cost of the Riing, you're better off with the Wings 3 fans that come with the case.

I also don't know if the RGB controller comes with the single Riing fan or not. Doesn't seem to say either way. I know it comes with the pack of 3 though.

can the rad fans be changed

Yes easily, but you would ideally want ones optimised for rads, don't put case fans on there. That said, the ones that come with the BeQuiet and Cooler Master are good fans and quiet, why would you change them? Don't think you'll even see them at the front of the case unless you peer around.

I think it's a good cooler, but never used it myself. As Stulid says, there isn't a great deal to separate AIOs, so you'll be fine. I'd probably choose the BeQuiet myself, but either one will do the job. You will not see any benefit in changing the fans.

ok so I've had to set up the fans slightly different because two wouldn't fit at the bottom with the psu in place, so I've moved it to the top as an exhaust fan, will have the following still be ok

front: rad with 2x intake fans
rear: 1x exhaust fan
bottom: x intake fan
top: 1x exhaust fan
psu: facing up (only way it would go)

unfortunately the mb has got to go back as it won't boot and it looks like some of the cpu pins are bent, anyway should I connect all fans the mb or the fan controller on the case, I want to be able to adjust the fans so they hardly spin when not needed

I would use the fan controller.
