What happens to the soldiers during the investigations? Are they taken off duty, allowed to remain on duty? arrested?

I would think they are kept on duty but maybe it is different for each situation. Like this, it seems clear they acted in accordance with ROE but if they had broekn them they would have been taken off duty?

Ten Iraqis Killed at U.S. Checkpoint

Washington Post
NEAR KARBALA, March 31-As an unidentified four-wheel drive vehicle came barreling toward an intersection held by troops of the Army's 3rd Infantry Division, Capt. Ronny Johnson grew increasingly alarmed ... "Fire a warning shot," he ordered as the vehicle kept coming ... "Stop [messing] around!" Johnson yelled into the company radio network when he still saw no action being taken. Finally, he shouted at the top of his voice, "Stop him, Red 1, stop him!" That order was immediately followed by the loud reports of 25mm cannon fire from one or more of the platoon's Bradleys. About half a dozen shots were heard in all. "Cease fire!" Johnson yelled over the radio. Then, as he peered into his binoculars from the intersection on Highway 9, he roared at the platoon leader, "You just [expletive] killed a family because you didn't fire a warning shot soon enough!"

Fifteen Iraqi civilians were packed inside the Toyota, it turned out, along with as many of their possessions as the jammed vehicle could hold. Ten of them, including five children who appeared to be under 5 years old, were killed on the spot when the high-explosive rounds slammed into their target, Johnson's company reported. Of the five others, one man was so severely injured that medics said he was not expected to live.

Is this a second attack or are you referring to the earlier incident?

I cant even being to imagine what the surviving members of the truck are going to have to go through... escaping opression only to be killed by their 'liberators'.

And people wonder why the middle east are getting cheesed off by the coalition forces? More fodder for hatred.

Nothing can justify the deaths of those people... hope they rest in peace :(

Allies divided over battle for hearts and minds

The Guardian
British military critical of US troops' heavy-handed style with civilians

Cracks are appearing between British and American commanders which have serious implications for their future operations in Iraq. Senior British military officers on the ground are making it clear they are dismayed by the failure of US troops to try to fight the battle for hearts and minds.

American commanders say they are getting the message. Brigadier General Vince Brooks, a senior US officer at central command in Qatar, said yesterday his troops had a "heightened awareness" about civilians on the battlefield. General Richard Myers, chairman of the US joint chiefs of staff, went out of his way over the weekend to say his troops were learning from the British. US marines in Nassiriya have said they had asked British troops for instructions in how to conduct urban warfare. They began using new tactics in operations around the town yesterday when they started searching suburbs of the city block by block.

NEW CHECKPOINT SHOOTING

Sky News
An unarmed Iraqi driver has been killed at a US army checkpoint, reports say. The death comes just hours after at least seven women and children were shot dead at a checkpoint near Najaf.

The Kuwaiti military says an Iraqi missile fired at Kuwait has been shot down by a Patriot anti-missile battery over southern Iraq

British forces say they are working to establish where Iraqi missiles are being fired from, after two landed in the south of the country overnight

Absolutely terrible but the US troops took the correct action in the circumstances IMO.

Do we know all the story though? It was a van right, what kind of van? I would hazard a guess that it wasnt an open van..I seriously doubt that any US soldier would shoot children in cold blood right in front of them..It takes a special kind of person to do that, even if they are in danger.

If it was a van with no windows, that kind of changes the situation doesnt it...a van with adults driving, coming straight toward you and ignoring your warnings to stop.

/Me agrees with Balddog.

I'm totally anti-war and think that any loss of life in this conflict is tragic, but the US soldier here was just doing his job. Hopefully no one will use this to paint the troops in a bad light. This guy clearly believed the van to be a threat due to the drivers behaviour in not stopping.
