I've always wondered why this would be a long term problem, If the chap was to OD on his own smack the police would just clear up the mess & then you'd have a new neighbour.
Do smack dealers know how vulnerable they are to somebody climbing through there window & jacking them up with a Massive hit of there own junk killing them ?
Just a thought.

A few years ago we got a new next-door neighbour, and he had two Border Terriers. He would let them out at about 6:30am, for a wee before he left for work, and they would sprint down the garden yapping and snapping at each other. That was me well and truly woken up (my bedroom was in the back of the house, and it was summer so too warm to sleep with window shut - not that it helped anyway). From the moment he left the house (he's a builder so left at about 6:45), they sat and yapped and howled.
I was at uni and during uni holidays it was a nightmare. I know lots of people are up and about at that time, but if you've got a day off, or on the weekend, not many people would choose to be awake at that time.
We mentioned it to him a few times, as did his neighbour on the other side. We kept it pretty friendly to start with, we didn't know if he knew how bad they were, and in fairness to him he did try to take care of it, even though it went on for a good 18 months.
He started off by giving us a key to his house and saying that they weren't used to being cooped up, would I mind letting them out in the garden if they were yapping and I was at home? So we tried that, but as soon as they went back in they'd start yapping again.
He tried covering the windows in the room they were in, because they seemed to bark at birds etc that were outside. Didn't work.
He started leaving them with either the TV or the radio on, for a bit of noise. Didn't work.
He got them some collars that spray a jet of air when they bark, to startle them and stop them barking. Worked for about 2 weeks, then lost its effect.
Then he eventually (though I didn't agree with this) got them some electric shock collars which he used for a while. Certainly worked to start with but he'd forget to put them on, or they'd manage to get them off...
Eventually he got a new girlfriend and started staying at her house, leaving the dogs at home. Then they went to Thailand for 2 weeks, and he had his friend come to feed them but left them at home. They went from yapping all day to yapping all day and night. Us and his other neighbours by this time had had enough of them and started to get quite angry with him - the others were talking about ringing environmental health etc. It had gone on for two weeks solidly.
He decided at this point to rehome them, which he did - farewell Isla and Lola, they were cute and nice enough little dogs but my god they did my head in.
Don't think he really cared about them any more, they were just an inconvenience for him.
Hope you get it sorted OP - I'd start off friendly but it sounds as if your neighbours might not be as bothered about their neighbours as ours was.

I got that information directly from the environmental health website. I only copied and pasted. Obviously that's what you're supposed to do.
