Sounds like the driver was quick thinking to contain this scum bag. Hats off to him, he's saved the general public a few Bob in locking him up and removed him from the cesspit gene pool.

I have no comment to make on the whys and wherefores of the actual alleged “bombing” incident, but in reference to the passenger being locked in if and when the driver bailed out.
On a Black Cab specifically, the driver can operate a button that will lock all doors, in effect to prevent access from outside.
If he opens his door, all door locks will be deactivated from inside or out, but if he remains in the driving seat with his foot on the brake the passenger door will be locked from the inside, but it will be possible to open them from the outside.
All doors, including the boot, will be locked from the outside automatically as taxi moves away, (if Auto-locking is active in vehicle settings.)
All doors are unlocked from the inside when the ignition is switched off.

For the cops to be raiding and arresting people so quick after it going off suggests to me this guy was on their radar.

The guy was in one of those "non black cab" Taxi's, presumably quick whited enough to enable rear child locking.
