I would imagine that, given instalments are still apparently owed for Modric, Spurs don't want to take on further credit exposure on RM. You can't hold security over a person and defeasance would essentially require the total sum to be put on deposit in advance anyway. Spurs may be able to take out an insurance premium on the amount owed but that drives down profits again.
The FFP point relates more to the fact that it catches those who receive state help (as well as the EU prohibiting it anyway). RM have already faced an investigation earlier this year about their relationship with Madrid council. No doubt platini and blatter will sweep it under the carpet.
The final point regarding tapping up and relates to player agitation. Clubs, players and agents all chat unofficially. However the thing that grates is that when a player is apparently ambivalent over whether he comes or not, RM start headlining "you'll only get this chance once" to make the player twitchy and worry about his chance.
If I was a player I would be telling a club that did that to F.O. As it exhibits a complete lack of commitment to you and your ongoing career. The players should back their own ability and tell RM to go away. RM will always come back; it is just rude towards all involved and it is like spoilt child syndrome
