I noticed some of the cards are listed as PCIE 4.0 not PCIE 5.0. Is this just a mistake? For example the gigabyte is listed like that. Also the red devil limited edition is 5 and the red devil 9070xt is pcie4. Even the Sapphire nitro + is listed as pcie4.

Based on AMD's charts the 340w 9070xt models are 2-4% faster than the base 300w models, so either rdna4 isn't great for overclocking or the 9070xt is already pushed hard by AMD at stock as a further 14% power can net as little as 2% extra performance
Its 4% extra.

It went from -2% to +2%

That's normal. All architectures have a point of diminishing efficiency. If you bump any graphics card power by 10% you'll never see a 10% performance boost.

Just the same with lowering power by 10% rarely sees a 10% performance drop. There will be a point where the drop off would be not worth it though.

What's the TLDR. I have a 3070. Didn't like the price of Nvidia 5000 series. Is the 9070 a good upgrade for a few years?
Yes, twice the VRAM, more than 50% more performance. First card in some time that actually looks like it might be worth the price, assuming it lands around MSRP. Given stock has been arriving at retailers since January, you'd hope so.
 
4K 60 w/ DLSS P is doable, and that's fine. AMD's best last time was not even hitting 20 with FSR P at 4K. So long as the 9070 XT can at least cross 40 then that gets them into playable territory.

So effectively a 1080p render resolution then as I said and while performance mode is certainly better on the new transformer model, there's still a very noticeable drop in IQ. With my 5080 and DLSS at 3440x1440 resolution, Cyberpunk still has performance issues in certain areas when all settings are maxed out. At 4K resolution with a 5070Ti and DLSS, you'll face trade-offs: either compromised image quality, increased latency when MFG is enabled, or less-than-ideal frame rates. It's playable, but expect some sacrifices.

These AMD cards aren't aimed at people who want the best PT experience; that stuff is still very much the tip of the spear, and nVidia's own products still struggle with it outside of the 4090 and 5090.

Na I'll just wait for a bit let things settle down and look at for deals to pop up no fomo from me

Gonna be tricky as I don't really like the look of most of the AIB cards, MBA I might have been tempted day 1

I liked the XFX one with the RGB. But that’s about it.

I might do the same and wait for a price cut later this year- if doesn’t materialise then wait till UDNA.
