It can be the PSU but generally, if a card I have had was whining, a solid hard push has cleared it after a few hours.I've had this really badly too in the past.
Do people recommend running it full tilt for a few days solid or something?

You need to control it manually I think. I never rely on automatic when playing heavy games...Well my ichill x4 arrived yesterday. Its gonna need to be rma. The 4th fan doesn't work
