What program you using for two different wallpapers on different monitors?

No need for one. Just take two wallpapers and join them together in Paint, making sure that you have the correct resolution and sizes for your particular set up. Then just apply as wallpaper, tiled. Job done.

Ultramon is the one you want. It'll scale images to different resolutions if they aren't the same too. http://www.realtimesoft.com/ultramon/

I think those bars are dynamic too.

Someone on here has this Rainmeter skin, but I can't find it sadly

That rainmeter theme is Simplesentence it's here on deviantArt.

The default text for Simplesentence skin is the same as in your screenshot (not same as deviantart preview).

The bars I think are just the wallpaper not sure, but they're not from that rainmeter skin
