Strange - Would people dress up as Jimmy Savile for Halloween?

They absolutely used to, probably much less likely these days.

Reminds me of a rugby team at my unI which did a little boy / Jimmy Saville / police officer themed bar crawl with your role determined by which year you were in, each setting off 5 minutes after the other group. It might be the most inspired fancy dress bar crawl idea I've ever heard tbh. It also got the entire team banned from playing rugby for the whole year I believe.

Article doesn't say specifically what the "offensive" message was or who it was sent to. Outfit is in bad taste though nothing more. If he dressed as the bomber then went to the victims homes to cause harassment then that would be different.
