I remember this in the late 80s running down to the newsagent on Saturday mornings for the new packs of stickers that just came in and once again the star players were not to be found. As if that was to be surprised about. :p

Used to get 10 packs of footy stickers for a pound! Now its 50p a pack(I think) and dont get me started on bloody pokemon, rip off.

Then of course the WWF cards in the early 90s. Spent years collecting and trading them in primary school. Took forever to get Hulk Hogan, The Ultimate Warrior and The Undertaker.
 
An arrangement is a simple lottery if:
• persons are required to pay to participate in the arrangement;
• in the course of the arrangement one or more prizes are allocated to one or more members of a class; and
• the prizes are allocated by a process which relies wholly on chance.

Whilst there are no prizes for loot boxes as you gain the contents no matter what, it's the contents themselves that you gamble upon. And even if those contents have no real monetary value for further trade, it's still something that could take advantage of the vulnerable.

There was action taken against Pokemon in the late 90's but I don't think it ever went anywhere.

Oh god. WWF, Turtle, and those Panini Football sticker albums! The amount of sodding dups I had of Peter Beardsley was off the scale!
