Interplay retained the rights for it's mmo, but only the mmo. Bethesda fully owns fallout as far as I'm aware.

PC without a doubt. You can not mod the game on PS3.

Just connect the PC to the TV?

The PC version is the only option because of modding anyway.

What's the deal with versions of this game. Is it as simple as standard and collectors edition?
Just asking because of the whole chaos with DXHR being steamworks, and its numerous versions.

Nothing is ever that simple these days. Plenty of time to find out there are shop specific pre-order items and for the Retail and Digital copies to come with different items and for some shops to start selling the standard edition as a limited edition and for them to announce a Digital Deluxe Edition which also contains different items.
