They work by forcing TESV.exe to use the mod's custom d3d9.dll instead of Windows own version.
If you noticed no change at all after installing one you installed it incorrectly.
I installed it correctly as instructed. It didnt give me the nice bright green colours shown in the screenshots, it just completely white washed everything and doesnt do what the screenshots show, it simply makes my game look terrible.

And no my game didnt look like the screenshots, everything just had a **** load of bloom and DOF blur added to it and it looked ****.
That starred word isnt even rude, it begins with a c and ends in rap.
