In the Skyrim Launcher try setting Shadows to low and see what FPS you get.
No change at all, still capped at 40fps...
It's definitely some sort of inbuilt artificial cap at work, it will stay at 40fps whether i look to a full screen of scenery or look up to an empty sky..doesn't move from 40fps.
You have a 4K monitor/TV or you using DSR to do 4K? Maybe it's a combination of DSR+SLI causing a problem if you are doing it that way.

4K monitor....and it's definitely some sort of SLI driver issue.
Just ran the game at 1440p 8xAA on a single card with SLI disabled and it gave a buttery smooth 60fps, do the same with SLI enabled and once a again it's a juddery 40fps mess.

Hmm this looks good - anyone tried it yet? Much of a difference between this and CBBE or UNP in terms of quality?
Installing the mods and configuring them seems so confusing though.
The first bit of advice I would give is make a backup of a clean, non modded Skyrim install.
Tuck it away somewhere safe on the hard drive, because you'll eventually do something with mods that will break your install.
It's just so much quicker to delete it and start fresh than trying to figure out what obscure little file got corrupted or deleted.
