I'll give this a try later. I'm Win10 with vanilla install. 4690K/970 so I'm slightly lower spec than you too.
 
Whiterun is CPU intensive as is the whole game really, but its threaded poorly anyway and the Script software is trash for the most part, just dont overload cities too much.

Nope

Core clocks matter more in this game, not extra cores :)

I went from an i5 to an i7 and had to clock my cpu to the same speed of 4.6/7

Oh and Skyrim LOVES GPU grunt :D
 
A combination of windows 10 and the newer nvidia drivers both are bugged up to the eye balls. Go back to 361.91 15-2-2016. I still can not get sil to work on any of the newer release drivers that's 3 in a row now.

I've rolled back to this driver and will keep it as I'm mostly playing games from last year and earlier... However, the problem with Skyrim and Fallout persists. I just can't play them like this, so I'll have to give up for now. All my other games run fine.

Skyrim is my favourite game of all time, and I can only hope Bethesda do a sequel and code it properly... But looking at Fallout that's really doubtful.

Yes Bethesda engine code is getting really long in the tooth now. I think they have milked it to the Max and now need to move on.
 
Don't be fooled, Creation is Gamebryo and Gamebryo is the worse game engine in existence. Every game on that engine has stuttering and hiccups, as well as memory leaks quite often. It's also quite ugly and has very basic features, they really should think about Unreal or CryEngine, it's only a matter of time until someone makes games with identical mechanics to TES on a much better engine that kicks it off the RPG throne.

Oh well if you're using mods then expect slowdowns lol. JK's Whiterun will slow things down to 30fps or less near the gate entrance to Whiterun. Doesn't matter what gfx card I put in it its exactly the same regardless. Has to be a game engine limitation, lack of draw calls most likely (DX 9 is ancient, Half Life 2 used it way back when its only got a quarter of the number of calls dx11/12 has)

The more clutter is added the slower it becomes (an open environment like a city is really difficult to optimize, if its interiors at least you can bury occlusion planes in walls and cloak floors of a building in roombounds, but outside with wide open vistas thats not so easy)

Still using Fire and Storm ENB + previous mods , I've never seen Skyrim look so good!

Found out that a couple of moders has made some standalone followers from Witcher 3. One moder, Levionte, has made Yennefer, Ciri and Keira. He has also contributed to another moders (imAarwyn) followers of Geralt, Triss and Cerys an Craite. I have not used any of them myself, but thought I post them here if any Witcher 3 fans playing Skyrim as well and wanting some new companions. :p

Anyone been using Vivid Weathers lately? Its really good the snow effects especially he's got that down pat what with the swirling snow blowing around and whatnot. The only issue I'm having is sunsets they're a strange orange glow and the clouds on the mountainsides are pink! Looks really bizaare. Not sure if its just me or its intentional.
