So in the first episode he's looking at his mum getting attacked, when she shouts to him to run and he's suddenly in the road. Does that mean he already had these powers and the lightning brought them out, or am I misinterpreting the story?

Bear in mind he's only just got these powers so is still learning what he can do, he won't suddenly become a ninja overnight
Yeah but he's aware he can move fast, he does it all the time. Example like when he wants to show off to girls, or talk to the black chick without her knowing, he moves around people in slowmo.
Why not do that to everyone of these meta people. The multiman, he could have walked around, the dude with the gun, he could walk around before the gun was even fired, the gas dude the same etc etc. Seems silly he can only travel to places fast and then act like a weak human.
Yup the varying power levels he shows are very very annoying. This show is much more 'Smallville' than 'Arrow'.

I wouldn't go that far, I would say more like a bad guy of the week teen drama with bits of action that just happened to revolve around clark kent on his journey to become superman. I would say Flash is similar and while I don't think it can be like Arrow I think they need to take some tips from it regarding the direction and over arching story of a season.
