Go invisible under the water. get behind the boat using invisible. Then change to strength mode and jump in the boat.

Use a slinced pistol to take out the driver in the head.

Gues the A.I isnt very good.

I had the same problem trying looking for the mass effect tread it had some custon setting that really help make the game look better.
