I thought that but it's happens to a few friends too. Quite a few hits when I Google it too
Anyone having problems with Nvidia Experience causing slow boot times?
I am running GFE 2.10.2.40 and no issues here if that helps?

The former is caused by the Nvidia services. You'll have to troubleshoot which one. None of the streaming named services are required for shadowplay to function. The latter is caused by NvBackend.exe scanning for games.
Mine seems to take a long time to open. It's been like this for a while.
It's when I'm on the Welcome Swifty screen before desktop loads.
Download and run autoruns from Microsoft Sysinternals. Uncheck NvBackend.exe and NvCplDesktopContext. See how that goes.

Have to say scanning down some Vulkan example code from a cursory glance it looks a lot more accessible than DX12 - looks like you can approach it at an almost abstract level to get stuff up and running and delve in deeper later if you desire whereas DX12 you pretty much have to dive in the deep end from the off.
