I'm reading that the disc version still needs to download 16Gb, is this true?

I have rural Broadband..picking my copy up at lunchtime, working until 17:00 would like to at least play it tonight before going to bed.

No. I just had a 300MB patch, but I did play the beta.

No, just the patch. Brand new ps4 so it was clean before installation.
