It's true, but only to a point. There's nothing there about turnout.
Politically engaged young people vote. The disengaged don't. The latter is the majority. That contrasts to older generations, where people generally vote whether or not they actually agree with the arguments being presented. Anecdotal evidence would suggest that at least some older people voted Leave to give the establishment the middle finger. Many young people have been doing that for years by simply choosing not to vote.
It's a little disingenuous to suggest those ratios are static for all levels of turnout.
