Ok so looks like Bethesda borrowed CDPR's enemy spawning AI, I was on top of the roof of the tallest building on Kreet? Went up the lift to the top, exited, and turned around, only to see two goons standing there shooting at me (I stole some stuff from the offices below which they didn't like apparently...).
So far I'm 80 minutes in and have to say it plays fine, but I'm not enjoying the gameplay as much as I had hoped. There just doesn't seem to be much "life" going on, each world or moon seems devoid of character or some form of gritty life going on like there is all over Night City (example), or even in ratchet & Clank, a linear platformer but still lots of detail in NPCs and worlds... none of that exists here, the NPCs are set to high yet so far the hustle of bustle seems like it's on low.
I'll give it time, but many areas just feel like stuff is missing, and the fact you can't fly yourself on and off worlds or moons is quite sad to see. Also I have now seen those loading screens, even though they only show up for a second, a loading screen is still a loading screen, and why do you need to see them when climbing up a ladder on your own damn ship?!
The graphics also don't look that appealing to me, but I am extremely spoiled with other games like Ratchet that exceeds the quality of even some Pixar movies... Given the hype, anyone can be forgiven for expecting a cinematic experience.
I look forward to levelling up and getting some juicier weapons though.

I get the feeling this will be one of those games I have installed for months and see what updates they apply to it that improve quality of life and stuff.
