Saw this recently, I didn't even know it was a possible. I gave it a go and it just works. There probably isn't much difference between 60 and 70hz in practice but going down to 35fps synced is cool tweak for more demanding titles.

35FPS is useful for demanding games that have difficulty getting 40FPS but works fine in 35FPS/70Hz, Elden Ring is a good example. Also games that are not taxing could get a boost to 70fps.
But why is 35/70 better than 35/60?

It's an even number so sync's up with the refresh rate. By that I mean 35 fits into 70 twice, it only fits once in 60 and therefor leads to stutters/banding/tearing.

FPS 1/2 of refresh usually means smoother motion.

You aren't the only one. I signed back up to Ultimate last night. I'm using Microsoft's Edge workaround rather than XBPlay though:
