With FSR 3.1 coming and XeSS 1.3 there is no need to worry about which gpu to get. Both of these upscalers work fine on AMD cards and at the moment XeSS is basically DLSS level. Even FSR 3.1 is about to catch up quick. Make decisions on gpu performance rather than upscaler.

Well that's not quite true, dlss is still ahead (especially at lower presets and lower res. and most importantly, is far consistent in terms of quality across a wide variety of games) and until FSR 3.1 is out in the wild, I would take what AMDs PR have shown with a pinch of salt. The main problem with XESS is the uptake in games.

Also, not a factor for myself since I don't replay older games but I doubt the existing base of games with FSR 1 and 2 will get updated to 3+....

Let them be properly released and evaluated by professionals before we start to jump to conclusions shall we?

NVIDIA has partnered with Ubisoft and LucasFilm Games to deliver the definitive PC experience for Star WarsOutlaws players, leveraging the game-changing technologies of GeForce RTX GPUs to enhance graphics, accelerate performance, and make gameplay even more responsive.

The second Star WarsOutlaws launches on August 30th, GeForce RTX gamers can activate NVIDIA DLSS 3, multiplying performance with DLSS Frame Generation on GeForce RTX 40 Series graphics cards, and boosting performance considerably with DLSS Super Resolution on all other GeForce RTX GPUs.

Additionally, all GeForce RTX gamers can activate NVIDIA Reflex, reducing system latency in Star WarsOutlaws. System latency affects the time it takes for actions to occur in-game - the lower your latency, the more responsive a game becomes, and the better the gameplay feels. Available in over 100 games, Reflex is used by over 50 million users each month, and with there being no downsides to the tech whatsoever, it’s a must-have for gamers wanting the most responsive experience possible.

Star WarsOutlaws is built using Massive Entertainment’s incredible Snowdrop Engine, enabling the developers to create the most detailed Star Wars™ experience you’ve ever seen, with perfectly recreated ships and iconic locations, and stunning worlds for you to visit and experience.

As part of our collaboration, Star WarsOutlaws on PC is also being enhanced with NVIDIA RTX Direct Illumination (RTXDI), plus ray-traced reflections and ray-traced global illumination, taking visuals to the next level. RTXDI figures out the most important light samples in Star WarsOutlaws to cast physically accurate ray-traced shadows. Performance remains fast thanks to RTXDI’s innovative design, and on GeForce RTX 40 Series GPUs ray tracing gets even faster thanks to each card’s fourth generation, super fast Ray Tracing Cores.

All I see is don't pre order comments on YouTube

Like who wants to pre order anyway - they even tell you on the trailer the game launches on Ubisoft+, so on launch day you can play the game for $17, so why would anyone do a $70 pre order

To create game mods using RTX Remix you need an RTX card, to play a mod or game made using RTX Remix any GPU will work, obviously only NV cards will run them well until the competition catch up with RT hardware.

Somewhat true but amd GPUs display severe artifacts in these remix titles unless that was portal only.... Not to mention, they run even worse, as in single FPS Territory unless again, that was portal rtx only....

Do AMD do Vulkan RT well? That's the only requirement, that the GPU does Vulkan RT. Otherwise nothing extra special about RTX Remix games.
