Isn’t RTX IO just their implementation of direct storage?

Oops, looks like it's just the plugin. Implementation sort of implies something more complex but Nvidia's own description says its just a plug in that allows the GPU to use Direct Storage - so basically just a driver API

Nvidia branding it as an excuse to later block non ampere cards from getting it in a new driver? Otherwise I don't understand why Nvidia needs to brand it "RTX IO", just saying their support Direct Storage would make more sense.

Think of it like DLSS just erm, yeah. Typical nvidia branding of a standard that shouldn't need proprietary marketing... but I suppose you gotta sell them cards right!

Like they took Freesync and branded it to G-Sync compatible after losing that battle :p

Technically it doesn't work like that. FreeSync is AMD's technology to utilising variable refresh rate displays via DP and HDMI standards/features, G-Sync "compatible" does the same it isn't a rebranding of FreeSync or in any way use FreeSync itself (despite the fact that functionally support might be called FreeSync on a monitor's OSD). They are both brand specific names for adaptive sync.

You know what he meant. Nvidia went on and on about the tech requiring their module (and little fan) for 'quality' adaptive sync and tried to push the premium as a guarantee of quality of the monitor. As soon as Freesync monitors were dominating the marketplace in choice and equalling it in quality for less, they announced the module-less 'gsync compatible' branding to smother the freesync brand. They successfully re-branded monitors that had been labelled as freesync as 'Gsync compatible'.

Aight, technical reason presented as to why only Zen 3.

And their source of the claim is this:

Also being talked about here: https://www.reddit.com/r/Amd/comments/k6cbk7/zen_zen_and_zen_2_cannot_support_sam_due_to_the/

So that would mean SAM will arrive for boards that don't support Zen 3, never.

Nothing stopping resizeable BAR being toggled on but SAM won't give you the performance gains.
