That is my understanding yes.
Oops, looks like it's just the plugin. Implementation sort of implies something more complex but Nvidia's own description says its just a plug in that allows the GPU to use Direct Storage - so basically just a driver API
Nvidia branding it as an excuse to later block non ampere cards from getting it in a new driver? Otherwise I don't understand why Nvidia needs to brand it "RTX IO", just saying their support Direct Storage would make more sense.

It won’t be long before nvidia tries to rebrand SAM to something something RTX. Asking mb manufactures to provide a bios update to rename it in the bios.

You know what he meant. Nvidia went on and on about the tech requiring their module (and little fan) for 'quality' adaptive sync and tried to push the premium as a guarantee of quality of the monitor. As soon as Freesync monitors were dominating the marketplace in choice and equalling it in quality for less, they announced the module-less 'gsync compatible' branding to smother the freesync brand. They successfully re-branded monitors that had been labelled as freesync as 'Gsync compatible'.Technically it doesn't work like that.
