Yep, and it's not just the arrow keys either, many other keys aren't bindable.
In any case, it's more than just an annoyance to have non-rebindable functions/keys - ask Gareth and his experiences with Dead Space 2.
As he found out inflexible control schemes can cause a lot of problems fos people with disabilities too, not just left handers.

I added Invert=1 to the [MouseInput] section, inverted my mouse fine for me. Mind the Capital I in Invert.
