Not really because occupation requires a force to occupy. Granted the are Russian peacekeepers stationed in South Ossetia but no more than before the Georgian invasion (they were there due to the last Georgian invasion in the 90's).
Look at it this way, when Iraq invaded Kuwait a US led coalition showed up, kicked them out then chased them home and gave them a kicking to stop them doing it again. When Georgia invaded South Ossetia, Russia showed up, kicked them out then chased them home and gave them a kicking to stop them doing it again. The only difference is who the TV tells you are the good guys.
