The question and my point is - even if they don't like each other, there is benefit that allowing particular action benefits your goals without express communication. I don't get why Moldova doesn't just unite with Romania already as even ignoring the separatist region it's not like Moldova can sustain being sovereign for much longer as it's youth flees destitution. Only going to get worse as investment completely disappears and being neutral clearly won't save them.
