I can only go by the rules of the thread via what the thread title says - "Please do not post videos showing attacks/similar" - which seems pretty clear to me, hence my guess that the Mods must have changed that Mod Policy recently (due to the amount of attack videos being left unmoderated) and that they just haven't updated the thread title yet.
Personally I'm ambivalent towards either Mod decision (post or not post), I'd just like the decision to be clarified if it's changed or enforced if it hasn't, otherwise it's just poor moderation of a rule no-ones following.

AFAIK the original intention with the device was to use a salted bomb to inundate coastal areas with radiation, denying the use of things like port facilities, etc. which doesn't require a large tsunami to achieve that.
It doesn't really make sense in terms of the reality of nuclear war but it is consistent with the often misunderstood or poorly recognised older generation Russian mindset of bringing the enemy down to their level i.e. Russia has limited warm water port access so would look [for ways] to make it so for their principle opponents like the US who do.
Something which seems poorly guarded against in this war as the thinking, realistic or not, when it comes to the economic power differences will be different to the West - Russia won't be perturbed by the disparity but instead look to use other tools to minimize the difference i.e. sowing disruption in Western markets which unfortunately the likes of Germany are helping them, even if not intentionally, to do.
