Germany is building a couple of anti air batteries that use these guns for Ukraine for free, at a cost of $400million

But it's only arriving in 2024

Aye there is a Swedish (I think) one where the main reason for humans on board seems to be to assist in reloading it's stores*, driving it, and acting as the final check before firing (and I guess security of it/making sure it's disabled/destroyed if about to be captured), I imagine no country really wants to have a fully automated one because if you do then there is the possibility of it being hacked and used against you.
IIRC the one I'm thinking on comes with a companion reload truck and it can go from being on the move to firing and away again in ~60 seconds (something like 15 seconds after it's fired it's moving), and get fully reloaded from the second vehicle in about 5 minutes as it's got a pair of hoists and it's largely automatic, IIRC the humans are there mainly for the final guidance of the hoisted ammo and charges into the reload hatches, probably a case of the automation needed to do that reliably in real world conditions without a human being too complex/big/expensive/unreliable given the vehicles are designed to basically pull up roughly alongside each other under all sorts of conditions to reload.

*I think it carries around 25 rounds and 130 powder charges and is fully automatic in reloading the gun with the right charges, putting it's stabilisers down, targeting, firing at the selected target and getting ready to roll off again.

Does this mean Ukraine can now target russian power plants if they want too ?
Would be such a pointless waste of limited resources. Attacking those bombers, oil depots, rail service stations/warehouses and every other military target of high value are for more pressing.
