Ok so he got the incorrect jurisdiction but his question is valid..and I reckon they must have a plan in place.

I would imagine. From what I heard they have all kind of plans just in case, no matter how absurd. I am guessing there's a degree of completeness to a plan ie is it just on paper for a hypothetical scenario or some units assigned with training carried out.

Pretty sure they’d be embedded with SAS/SEAL or delta

I was guessing it would not be an assassination by a squad but rather a covert mission such as poison and such.

This is all just guessing, I lack even basic knowledge about military things.

According to media sources, there have been threats of attacks against shopping centers, railway and metro stations, and other public gathering places in major urban areas, including Moscow and St. Petersburg as well as in areas of heightened tension along the Russian border with Ukraine.

What is going on here, embassy is taking on media's intelligence. Media has spies that report on upcoming terrorist attacks? Well then give this information to the local authorities. This is all just so bizarre.

If the Russian media are talking about a potentially imminent terrorist threat, they may have information from a credible sauce. However it would be mindbogglingly dumb for a Ukrainian or Ukrainian sympathiser to launch such an attack, so maybe, just maybe a false flag event is being prepared to justify to the Russian population that an invasion of Ukraine is the only way to respond. The US embassy might just want to avoid their staff being anywhere near or becoming a casualty of such an event.
 

While I'm not usually one for conspiracies it's quite plausible that they've done this before, see the prevous apartment bombings (allegedly by the FSB) as a trigger for the second Chechen war.

There were several others who were killed afterward too.

So it seems Putin is potentially OK with staging a terror attack in order to justify an invasion/war. This is the guy who, back when the Berlin wall fell and he was a Major in the KGB at the liaison office in Berlin, with crowds outside... was on the phone to Moscow demanding that they deploy Soviet armoured units immediately to deal with the crowds.

It's not the russian media, at least I have no seen anything like that. In fact here's a reaction from the Russian spokesperson:

Maria Zakharova, a spokeswoman for Russia’s Foreign Ministry, expressed surprise at the U.S. warning.

“Question to the U.S. Embassy in Moscow: Did you transmit the relevant information to your Russian colleagues through partner channels? If not, how is this to be understood?,” she wrote on Telegram

Well since Russian media and as far as I am aware no media made such claims then it reads as either US telling everybody that Russia is about to carry out an attack on their own citizens as a false flag...or as Russian spokesperson said this can be considered as a threat by the US (and indeed from Russian perspective it does look like a threat)

It’s the US publishing the Russian plans again. It’s no surprise Russia would deny it. Either Russia has no intelligence and isn’t aware of it about to happen or Russia were about to create a false flag.
