1) They must have been quite valuable high ranking officials to "waste" a Storm Shadow on them (if ti was that).
2) It shows the Ukranians have good intelligence around high ranking officials which must make the Russian's a little nervous.

They do seem to be getting access to a lot of calls.
If they are then its quite possible they are just intercepting calls and know where these people are going to be.

They were having a meeting about whether the air defences had been penetrated or not perhaps?

Special forces must have been involved you'd expect, seems to be a very 'bespoke' target otherwise. I think we're yet to here all the details on this yet
