I see turkey being a prime target for expansion. Sure, finland offers oil and reduces sea access observations for the north pole however the black sea is needed for naval access to the EU countries in addition to romania etc.
Not sure the same response would be for romania - being in the EU.. it’s likely to get response from all the EU countries in terms of troops etc.
I don't think Russia would get anywhere attacking Turkey even if NATO wasn't a thing. They have a large and much more modern military (esp. airforce) in comparison to Ukraine. And a lot of their equipment is home grown meaning they'd be a lot less reliant on foreign aid.
If Europe was not so incompetent and utterly reliant on the US it would be a good time to start boycotting American products, starting with Tesla cars. It's the only thing those isolationists care about, money.

Or conquer and secure down through the Caucasus to get there.
