Does the CPU clock affect the scores at all or is it strictly the GPU ?

Looking for some advice on how to squeeze more out of my setup for Heaven 4.
Heres my setup: -
Windows 8.1
Win7 gives a noticeable boost.
i7 [email protected]
Turn off hyperthreading for the above for a few more points.
Sapphire 290x Vapor-x 8GB x2 cfx standard clock.
Overclock the above, VRAM clocks are important.
The highest ive managed to get is 2746, 240.2 FPS max. Which seems reasonable but when I look at other similar setups there are a few that appear to be scoring several hundred more!
Ive turned off ULPS. Thats as much as ive done so far. Other than overclocking my cards is there anything else im missing?

This weekend I shall be re-installing Windows 7 to see if I can squeeze more. Do you know the technics behind Windows 7 running better scores? Resource related?

With windows 8.1 and a 5930k I'm scoring similar to my 2600k / 4770k did on Win7:
Score 2961, GPU 780 @1241/1753, CPU 2600k @4.5, Alz_D
Score 3031, GPU 780 @1228,1254/1663, 4770k @4.5, Alz_D
Now have the 4930k running at 4.5Ghz and scores so far have been somewhere in between those two. I'm hoping it's the OS that's made the difference in scores then.
What are you using for card cooling and what temps is it reaching during the bench?
You should be able to increase those clock speeds with enough voltage.
