Upset neighbours

I live opposite a house with 3 kids.
I hear them during the day sometimes when I'm either working from home or off work.

Can't tell if they are crying or dying with the screaming they do. Feel like sticking my head out the window and telling them to shut the f up sometimes. It's unnecessary, you don't need to be screaming to "play" but kids are kids glad I never want or will have any.

I don't agree with the neighbour swearing at a child. The neighbours must have been dragged up.

There is a kid next door to me. She brings her friends over, and though they make noise it's not excessive.
 
There is a balance to it - expecting kids to play without making some noise is pretty special especially if it is just a small number of nicer days a year - but the increasing number of families with undisciplined children who just spend hours screaming their heads off is another thing again.
 
Kids screeching at the top of their lungs for the hell of it is not OK and the parents should tell them to be quieter. Having kids doesn't mean you don't have to parent them or consider anyone else but yourself and your children. Its not like they can't have fun without going crazy. I have enough children around me to know when they are just making as much noise as they can for the hell of it and when they are just having noisy fun. One is OK and one should be sorted out.

Parents that refuse to engage with their kids when they are being obnoxious and stand behind "they're just being kids" are the worst. We have some friends that everyone dreads coming to any event because they are borderline feral. The mum loves it though because shes wafty and thinks that giving children any boundaries is awful.
 
We don't swear at our neighbours or kids, they do that with them.

They also scream and shout at each other pretty much daily.

Bloody detest them, acting all stereotypical nice middle class friendly when out and about but are actual scum behind closed doors

There are two kids who live next door to me. I'm not sure how old they are 5 and 8 maybe. They don't seem to talk, just scream. I've not ever said anything but it's bloody annoying, especially when I'm working. I've wondered if I should report it to social services or something since there out in the street by themselves, maybe they are like that because they are being neglected, or could be that they have Autism or something. They only come out in the Spring and summer. Winter they go into their house and you wouldn't know they are there. Hopefully this will be the last summer of it and they'll grow out of it by next screaming season.
 
I presume this is the day time when kids would be playing outside, in which case they can just get over it.

There's actually no right time of day to be causing a noise disturbance. The neighbours that also want to enjoy sitting out in their gardens have a right to do so without the noise. Complaint to the council and then keep a diary for evidence so the council can take them to court if they don't adjust their noise.

OP is the noise producer for reference.

Also as discussed through here, general kids happiness is different to screeching and being uncontrollable with noise.

Yes, I know the OP is the parent of the noise maker(s), I was combining the correct course of action for anyone else reading.

The odd screech is one thing but many parents don't control their kids behaviour to acceptable levels and instead encourage unacceptable noise levels by installing trampolines and inflatable swimming pools in their gardens these days. Once this happens, they then bring loud music out into the garden too.
 
I think as many have already said - kids will make noise when they play, but if they're constantly shouting, swearing, crying, screeching or screaming then you need to have words with them. On a housing estate everyone just needs to be a bit considerate towards everyone else, although this rarely ever happens. A kid near me use to use my fence as a football goal. Constant banging for hours at a time. After a few days of it I had a quick word with the parents and he stopped. No trouble, no upset, no arguments.

The neighbours that swore at your kids though can **** off, though. In no way is that acceptable. Either they're degenerates or your kids were being unnecessarily noisy.

It's not just kids. Adults can be just as bad - drinking, playing loud music, swearing, dogs barking, having fires and fighting in their gardens until 2 or 3 in the morning.

People work from home, work night shifts and generally want to be able to enjoy their own gardens in relative peace. Any noise outside should be kept between 8am and 10pm, too, I reckon. 9am on the weekend.

Point out that that's quite possibly a section 5 public order offence and that if they swear at your kids again you'll report them to the police.
If it's dwelling to dwelling (including garden) sec5 POA wouldn't come into play.
