This OFB drill group ("Original Farm Boys") are from Broadwater Farm council estate in north London, it's got a bit of a reputation for being home to a few generations of violent scumbags, the person in the video in the OP is just one example:

I think there should be the qualifying statement of 'illegal' in there somewhere.
What I carry and the manner in which I carry/use it is perfectly legal. What people like this tend to carry and do with it is very much illegal from the outset.
I'd hate to see all those perfectly legal knives taken off the law abiding folk just because some scrote is toting a kitchen blade or something...

I didn't propose any other changes in law beyond a change in sentencing, "illegal" is implied already given we're talking about the punishment for an illegal act. You can already carry some knives legally if work-related, that doesn't require any changes to the law.

I think it's mostly a derogatory term for largely black criminal teenage youths that are involved in a lot of violent knife and drug related crimes in London and other cities in the UK.

Why is it derogatory? "Chavs" would have been derogatory, "urban youth" is rather neutral/descriptive.

I wasn't talking about the law... Just the use of the phrase "carrying a knife", ideally to something like "carrying an illegal knife", to specifically differentiate between those who are and those who aren't breaking the law. I 'carry a knife' just about always, but it's perfectly legal.

I know you're aware of the difference, and that it's implied by the context of your post... but many people are idiots and, being on the receiving end of that idiocy almost daily, I would suggest for the benefit of all that a change in phrasing would help eliminate much of the problem I've highlighted.
 
I suppose with the current climate of wearing masks, they'll also feel they can get away with most stuff without it being easy to be identified from CCTV.

There was a gang of gypsies robbing houses in broad daylight last year wearing masks as perfect cover to evade authorities so nothing new.

True but he's semi-famous, at least in some circles. It's kinda moot anyway given that it seems the police arrested them shortly after the incident.

kids should be encouraged to fight more from a young age and get used to being physical maybe then they wouldn't be so afraid and scared they have to hide behind a knife.

most these drill wanna be gangsters probably never had a fair fight in their lives, just a bunch of cowards throwing sucker punches and ganging up on people.

I think it refers to the type of young person from poorer communities one can encounter in large cities and towns who wears tracks suits, largely uneducated - or doesn't want to be educated - aggressive, violent etc. Of course any young person in a town or city can be termed as "urban youth" but "urban" in this context seems to refer to a more aggressive type, and those generally come from poorer areas.
