I don't like the damage to the wheel, those nicks will be stress raisers that could encourage crack propagation. If you are keeping the wheel I would use a half round file and change the sharp nicks into a generous radius, i.e. remove more material (without making it deeper) but create a lower stress shape.
I'd also want to know why that happened. Has the bike been used with seized sliders on the rear caliper? That could put a lot of cyclic stress into the carrier.
