Its a fair comment, dont know anyone who has a microchip reader apart from a vet, if the cat is microchipped (dead or alive) the owner can be found.

Your Local Council will have a Dept. for this, phone them up and ask them to come and dispose of it, they will check for micro-chip etc. and contact the owner if necessary before it gets incinerated.
