I've been trying to get quotes from individual insurers, I've even phoned a few. I was recommended Quinn by a mate who said their cheap for young drivers, ended up getting a quote for £3K.
I've been driving for less than a month, not done my pass plus yet and the area isn't bad i think it's the overall postcode that's a let down, there is a few dodgy areas around here.

Me as a 20 year old,held my license for nearly a year but have not driven and was looking at clio 1.2s aswell the lowest i got was £1200 using comparison sights. My brother works for quikfit insurance now so i hope i can get a good price via him when i need it!

£1600, even on a 1.2 Clio doesn't surprise me in the slightest.
In fact, at 19, it would surprise me if you could get a quote lower than that on just about any car (assuming you have no NCB, and don't front your insurance policy).
It is worth shopping around though - you might be able to find something closer to the £1200 mark. Look at confused, and then *ring* the cheapest places directly to get quotes.
