They're both what we like to call NAMING CONVENTIONS. A convention is a guideline with respect to situation and often, thanks to the extent English language, with respect to PERSONAL PREFERENCE.
Now, I don't wanna confuse anyone here but might I suggest not arguing about the PERSONAL PREFERENCE of whoever designed/ named the floors of individual buildings?
If I recall correctly, in Japan many hospitals were built without a 4th floor. And by this I mean, in their NAMING CONVENTION, they go Floor 1>Floor 2> Floor 3> Floor 5... etc. The reason being is that (one of) the Japanese words for the number 4(shi, if you're interested) also means 'death' and so the designers(/whoever named the floor) decided 'maybe we don't wanna have a floor in a hospital called death'.
In summation, people can name their floors whatever the hell they want. Christ! Thank you for your time.
