It's not the current motherboards limitations, it's an FSB wall on the ES chips. Retail chips *might* not be so limited.

Motherboards can certainly be an influence though, PLL/GTL Reference Voltages will help raise the wall to a point.

That is true Hesky82, although with the exception of going from 680i or a budget board to say X38, any difference will be marginal.

what sort of temp difference can be expected from a q6600@3ghz to a Q9450@3ghz, both using a freezer 7 cooler?

At that frequency the difference will not be an issue, both cpu's will be sufficiently cooled by a freezer pro.
