Well to anyone still waiting like i was for this hidden folder to appear, i did some digging around and heard that installing all optional updates helps. It did for me and the folder has appeared after making sure i had all updates and a reboot.

Checked your update history, which optional updates did you installed to get folder appeared?

On mine I had 2 optional updates KB3055343 and KB2976978 installed today.

Aren't theses updated required to get the reservation icon to appear? Nothing to do with the actual pre-download of the OS itself. I have every update installed but still nothing is happening on either of my machines

Wrong link! That thread link is about Windows 10 icon on taskbar, absolutely nothing to do with $Windows.~BT folder.
