go to computer management and create a new local user with admin rights. I had this once when upgrading in the early build stages.

Try with a new local account see if its any better.

When i try to add a new user it just says the same thing "This app cant open"

Just remember and go to
Control Panel - System- Advanced System - Hardware - Device Installation Properties

and turn off the Always install drivers through updates.

I can't actually update my Surface 3 Pro, even though I did the upgrade over my Windows 8.1 install.

So...

I thought it was updating, but it wasn't, tried forcing it doesn't do anything.

it seems you do get a new product key. I just checked mine using a product key finder and it appears to be a new key, not the win8 key

For anyone with that error, mine has just activated on its own (i.e without me hammering the button 10 times a minute). Seems to be down to server load.

Probably false mate. This has happened to me. You dont get a new product key!

Try this in Command promt:

wmic path softwarelicensingservice get OA3xOriginalProductKey

so if you download the ISO tool thing from Microsoft and use it to upgrade does it definitely count as you free upgrade or do you just have an unactivated windows install ?

I'm still waiting for the upgrade, but seems lots are having issue so maybe it's a good idea to wait.

Trying to do my laptop at the moment.

Clean installed W7 Pro, activated. upgraded via ISO on a USB, currently can't activate Windows 10 though. Saying connect to the internet, imagine it's their servers being a tad busy.

A lot of the people having issues are those trying to force the update rather than waiting for it to appear as available, or just not understanding the process it seems. There are a few with actual errors but that seems to be the minority.
