It'll be released in 2009, certainly wont be waiting untill 2011.
I dont think it will massively change from what it is now, usually what the open beta's are like is what the finished article will be like, at least it was with Vista, and pre beta is what people have now and the Beta is not far away (December)
but remember MS often change thier mind on date of release that happen to Vista that took so long to wait so find out after Xmas if it correct or not. Maybe MS put something to add to change in OS and hold the release date to move forward that may happen so find out in 4-6 month time.

Even if it does it won't be "eye candy"'ish. Windows Server will always (at least in the forseeable future and that includes the vNext) operate without the desktop compositor i.e. eye candy.

It isn't. At least not by default.
Server 2008 uses a Windows Classic a.k.a. "battleship grey" type theme by default.
AFAIK it copies the required files from the installation disc or installation folder.
It is part of a larger package called "Desktop Experience" which installs a number of client features from Vista.
