Next season in the EPL you need 8 players (trained) in England before the age of 21 and can only give squad numbers to 25 players. You don't need to give numbers to people under 21.

Why will resign, the FA asked him to sign a nice new contract before the World Cup started.

It is pretty common knowledge the FA want him to resign to avoid a payout.
