No. What happened, was after 2 weeks the initial rush of people who came back decided to quit again. Also, you cut down on the amount of people all trying to login at the same time.
Granted, it's not acceptable to have queues that long. But given server hardware isn't cheap, it's a massive problem if you know that hardware will be obsolete in a few weeks.
I think they were actually having issues with the way that garrisons had been implemented and how that was scaling and had reduced the server limits to help cope, after a few hot fixes the limits were raised again, thats in addition to the normal simultaneous login die back.
Having said that the medium population server i'm on only had queuing which was short a few times during the opening weeks so its also partly an issue with being on high pop servers
