It's not, there are so many holes in what you quoted that don't work. That suggested system would have allowed easy copying of games, like well easy. What they wanted to introduce was pretty much the minim DRM up you need to introduce the features they wanted.

S no, just PS3, PS4 and 360 (I ignored last gen for the purpose of console exclusive, same with DC Universe)

With the amount it sold on PC I can't imagine there are many who want to play it that haven't already (especially as it wasn't really that good )

It may be the first time I actually buy almost every launch game day 1 if they're available, don't want to know what it'll cost but I'll have a nice Christmas holiday of nothing but gaming.

Wow I'm seriously underwhelmed at that list, Watchdogs looks like the only real standout from my point of view, Shooters I'd buy on PC anyway! would pick up AC4:Blackflag but at discount or 2nd hand, Dead rising has been Xbones only exclusive I'm interested in so far.
Depending on my will power at launch I may wait six months before i buy a console at all.

They had a system where it could lock a game to console but you could also share a game. They could have made it so as soon as a game went on a different console without the original owners GT, which would most likely be when the original buyer sold the game, then any previous copies of the game simply didn't work anymore. And then all they'd have to say would be "you can share the game. You can trade the game in. If you trade the game in you will lose your licence."
As I said - the whole was handled badly by MS.
