Well I almost got the Dr. Strangelove title right. "There'll be no fighting in the war room!" Suppose Biggles isn't the worst film I've seen but had 80s music stuck in my head all day. Always laugh at the helicopter vs biplane bit.

I have a huge list of movies I want to watch but haven't found the time for yet, so my list would most likely be different if I had seen them. But here are mine in no order:

À l'intérieur (Inside)
Ip Man
Saw 1
In The Mouth of Madness
Fight Club
Pulp Fiction
The Matrix
Equilibrium
Alien
Martyrs

Honorable mentions: Heat, REC, 28 Days Later, Dead Man's Shoes, Collateral, Die Hard, Bourne Series, Un Prophète (A Prophet)

Goodfellas, Twelve Monkeys, Casino, 28 Days Later, AvP, Sniper, Paranormal Activity, Cast Away...

Bound to be more but I'm not gonna list my entire DVD collection lol

I haven't though too hard about this, but here are a few films which I think are excellent. It's hard not to conflate "best" with "favourite" though.

Gladiator
The Hustler
Inception
The Matrix
Pan's Labyrinth
Garden State
Reservoir Dogs
District 9

Loads of mentions for The Departed and not one for Infernal Affairs, which not only did it first but did it better in my opinion.

Alien
The Usual Suspects
Hero (Jet Li)
Memento
Twelve Monkeys
Fight Club
The Shawshank Redemption
Pulp Fiction
Ghost in the Shell
This is Spinal Tap

Which is a bit similar to a lot of other lists, and not very interesting now I come to write it down.
